Is there any cloud provider which allows you to have Intel VT/AMD-V CPU enabled on cloud servers with hourly billing, mainly for the purpose of testing / dev.

How so? Are you experiencing any issues with them?
Initial resource restriction and super-slow customer support response time. They ate up more than 24 hours to just tell that they can't provide more resources to new account(although around an year old account but never used) . And performance is also average.

Is hourly billing a must?
So far, unfortunately, we have not introduced hourly billing, but all offers (Even the cheaper ones) have Intel VT enabled.

Yes, hourly billing is required as we don't need them always-on, only for dev purpose.
Again, I'll chime in - No hourly billing but our KVM plans offer everything else. Will look into offering hourly billing though.

Digitalocean do have vtx/amdv enabled and hourly billed.
Ramnode and virtuacloud also have it enabled as far as I remember.
