DNS alone can't unblock sites blocked by your ISP. You'd need a VPN + DNS or a standalone VPN.
A third-party DNS only prevents your search queries from going to your ISP.

Does Windows have private dns feature like android one. I can't unblock sites using 1.1.1.1 application on windows. But I can unblock the sites, using private dns or 1.1.1.1 Android apps just fine.
I don't think android private dns is just a simple dns change.
