Devuan feels a bit like "old-time Debian", and I mean this in a positive sense. As @WSS says, Devuan ASCII ~ Debian 9, definitely stable.

I'd probably try to find a recent (real) Surface model at a good price and resign myself to Windows. Or I'd look for an Android tablet. (I still don't have a tablet.)

Yeah, my impression is that tablet hardware tends to be pretty locked down :/

Unless you have good reason to think that Debian would run reasonably well on such a no-name tablet, I wouldn't bother buying it OR I would buy it with the intention of using Windows on it. (Just my two cents, but perhaps you're an avid tinkerer.)
