I forgot about that indeed there are still countries on the European continent excluded from SEPA. With Wise you can also send EUR to EUR by paying with debit or credit card at a reasonable fee (~1%). According to their website it's also available in Serbia, so you may give it a try.

SEPA payments are free If you have an EU bank account. Otherwise you may use Wise for international SEPA payments which only costs ~1% fees ($100 to €) and is probably cheaper than any credit card processing.

Unfortunatelly IPv6 connectivity between Hosthatch and M247 seems to screw up from time to time. Over the past months there were several great improvements on their Frankfurt network (fixed some nasty router issues, moved to another DC, ..). A SmokePing from a dedicated server in their FRA location to Hetzner NBG looks pretty good over the last month.

There you probably have .htaccess or the like. As a last resort blocking IPs by quickly checking and aborting in a very early stage of a base (index.php) or included (config.inc.php) PHP file before the actual processing takes place could be feasible.

Maybe now also the L2 connection / tunnel is gone through which recently all traffic was backhauled from Oradea datacenter to Bucharest where it was connected to Telia and M247 replacing the former onsite uplinks with UPC and GTS. If your goal is that everybody needs to pay the same amount of money for the same service. Taking further tax obligations into account will probably to difficult, considering for instance that expenses usually reduce the taxable profit.
