Proxmox is installable on vanilla Debian (eg: https://pve.proxmox.com/wiki/Package_Repositories) so if you can get Debian on the non-IPMI boxes, trivial to install Proxmox on top :) The Atom may get grumpy though :)

Smokeping is your friend :) I'm also using a mrvm NAT vps in Singapore to vpn through to my MaxKVM sg service, which provides a bit of temporary relief until MaxKVM gets their sg latency sorted

Did a bit more testing, looks like v6 routes properly and sits around 100ms ping (which is what I expected), so problem has been narrowed down to being v4 only.
