Indeed, as a free offer it attracted some crypto miners (most such were from CN). Now I have added CPU priority as a parameter on provisioning system & these users hogging resources will have resource priority degraded, so other users aren't affected.

I'm sorry your first experience was bad. A mistake in provisioning caused more than normal number of VMs deployed on a single node for this offer, resulting in performance difference. If you create a ticket, we will move you to a different node.
