I could be wrong but I believe the Mhz value is taken from what the CPU is reporting at time of test, not max - so if it's scaled down due to no load then it'll be a lower value.
Edit: just ran it consecutively and values varies so I assume it's actual value at time of running:

1. With RPiOs based on Debian buster CPU Speed can be improved to 1800 Mhz. But I set it to 1700
2. GB4 will not work
3. no fio on NVMe Manjaro. CPU set to stock frequency
