Well, from 4068 down to 2324 on 4 Cores, is quite a hit, my guess, CPU Priority.
You can peak all 4 cores with your Package if the Node has plenty, but since its Loaded, you getting deprioritized.
Higher Packages likely get more priority, but this is just a guess, some providers do that but not all.

They use RAID6 meaning that there isn't any write speed gain, and it's pretty impossible for a single HDD to achieve 3 GB/s
Exactly, there is a small cache that transparently keeps a copy of the most recently used data blocks.
This approach keeps the most frequent read and write access away from the actual hard drives, and thus saves the capacity for when it's unavoidable. However, as Advin mentioned, you won't see these speeds if you try to access "cold" files like a large backup that's no longer in the cache. In the end, it's still HDDs after all. And, no, that's not ZFS, but a Dell PERC H740P controller handling it.
